's a very primitive old 'foot driven' tool / garden tool grinding wheel. You would sit on the seat, and 'pedal' the wheel to turn the grinding wheel, hold your tool on the wheel and sharpen it. Appears to have had some repairs in its day. Definitely something to 'display'. Really don't know if its safe enough to actually use. Needs a little tlc.
